Beyond Strategic Absence: A Differentiated European Approach to the Sahel
European policy in the Sahel should replace the false choice between unconditional engagement and strategic withdrawal with country-specific compacts that protect civilian interests, preserve access and tie security cooperation to verifiable conduct.
