CERAX is organised to serve the public interest through disciplined inquiry, independent judgement and responsible publication. Our governance ensures that authority is delegated, never assumed; exercised lawfully, never arbitrarily; and always restrained by duty, ethics and evidence.
Our core principle is simple and enduring: the institutional interest precedes personal preference in every decision, judgement and action.
CERAX operates under Founding Statutes, preserved and published within the Policy & Document Library, which constitutes the Organisation’s institutional reference and governing framework.
The Founding Statutes define our mandate, limits, duties and processes. They govern how authority is delegated, how decisions are made, and how integrity is safeguarded.

Analysis and judgement are conducted free from improper influence and outside direction. Evidence, logic and principle guide our conclusions.
Authority arises through lawful delegation under the Founding Statutes and is exercised only within defined mandates and procedures.
We are accountable for our decisions, reasoning and conduct. Internal review and transparent processes ensure responsibility at every level.
We uphold the highest standards of honesty, fairness and respect. Conflicts of interest are managed and disclosed without exception.
Our structures, records and processes are designed to endure beyond individuals and cycles, protecting memory, knowledge and mission.
We maintain institutional independence from partisan, commercial and ideological capture to safeguard our judgement and credibility.
Authority is responsibility-bound. CERAX does not seek power; it accepts duty. We operate with mandate before action, doctrine before design, evidence before judgement, judgement before publication, and institutional interest before personal preference. CERAX remains, and will remain, institutionally independent.
