The European Organisation for Strategic Policy understands leadership as an institutional duty exercised in service of its mandate. Leadership derives from lawful responsibility, defined authority and an obligation to protect the Organisation’s independence, standards and public purpose.
The role of leadership is to preserve strategic direction, enable disciplined research and dialogue, and ensure that the European Organisation for Strategic Policy acts consistently with its institutional framework.
Institutional governance
Governance is collective and statute-based. The principal institutional functions are exercised through:
Authority follows mandate: it is delegated, subject to defined procedures and accountable to the Organisation’s statutory bodies.
The composition of governing bodies and supporting documentation are provided to competent and accredited authorities upon request. The public Strategic Council is advisory and does not exercise statutory governing authority.The Organisation · 03
Authority follows mandate.
Every decision must serve the Organisation’s purpose, independence and credibility.
Positions and decisions must be informed by credible evidence.
Leadership requires consultation, clarity of roles and shared responsibility.
Decisions, reasoning and conduct must be open to appropriate internal review.
Records, processes and institutional knowledge must be preserved.
Leadership operates within governance; it does not stand above it.
Leadership means accepting duty before seeking authority. The Organisation will be led through responsibility, continuity and service to its mandate.
