Governance & Leadership

A framework of responsibility, judgement and accountability that places institutional purpose above individual authority.

Leadership at the Organisation

The European Organisation for Strategic Policy understands leadership as an institutional duty exercised in service of its mandate. Leadership derives from lawful responsibility, defined authority and an obligation to protect the Organisation’s independence, standards and public purpose.

Institutional Mandate

The role of leadership is to preserve strategic direction, enable disciplined research and dialogue, and ensure that the European Organisation for Strategic Policy acts consistently with its institutional framework.

Institutional governance

How CERAX Is Governed

CERAX is directed collectively, not individually. Its governance rests on three institutional bodies:

  • The General Assembly — the principal governing body that sets direction, approves the programme and elects the leadership.
  • The Board — responsible for governing the Organisation’s work, strategy and institutional conduct between Assemblies.
  • The President & Secretariat — who represent the Organisation and carry out its decisions within the framework and limits set by the Board.

Authority at CERAX follows mandate: it is delegated, exercised collectively, and accountable to the Organisation’s bodies — never concentrated in any single individual.

Members of the Board and Advisory Council are announced individually as their appointments are confirmed.

Leadership Principles

01

Mandate Before Authority

Authority follows mandate.

02

Institutional Interest

Every decision must serve the Organisation’s purpose, independence and credibility.

03

Evidence-Led Judgement

Positions and decisions must be informed by credible evidence.

04

Collective Responsibility

Leadership requires consultation, clarity of roles and shared responsibility.

05

Accountability

Decisions, reasoning and conduct must be open to appropriate internal review.

06

Institutional Continuity

Records, processes and institutional knowledge must be preserved.

Leadership and Governance

Leadership operates within governance; it does not stand above it.

Our Leadership Commitment

Leadership means accepting duty before seeking authority. The Organisation will be led through responsibility, continuity and service to its mandate.
